I seem to be stuck in Murmansk. I was in Shanghai for a day or so and then found myself back in Murmansk. All the missions are complete, all the attacks are done, all the sniping is done. All I can do is thin out the enemy herd. So I am stuck raiding fortresses and taking contracts.

I am at level 20, my fortress is at level 15, I have a Cato Howler that is fully upgraded. What do I have to do to get to Shangai?
